The original plan would have upped the blending ratio from 10.88 percent to 11.76 percent to compensate for the amount of blended fuel lost through the waivers given to small refineries that exempt them from some of the biofuel mandates. This "hardship" waiver pro - gram has been greatly expanded under the current administration, which has angered corn-producing farmers and their legislators. Annual Biofuels Mandate Lowered?
